They are at least as unsafe as skateboarding for road-commuting. Do not permit use without helmets. In the rear view mirror they can appear as a jaywalker, but they are far faster so can fool the unwary driver. Postscript: Here is a site claiming some depth in these devices. The marketing site shows quite a range of wheel sizes, as well as about 50% of riders using helmets (marketing images). Perhaps this site will add some statistics regarding safety for various models or wheel diameters.
